Deletion is intentionally restricted to protect payroll consistency.
A deletion may be blocked if it would create timeline inconsistency, if related accounting acceptance already exists, or if the line is protected by system validation rules.
When deletion is blocked, prefer a corrective action that keeps timeline integrity instead of forcing a gap.
